Position: School Counsellor
Duties & Responsibilities
The School Counsellor is responsible for the counselling and guidance programme at Hwa Chong Institution. The School Counsellor’s duties include but are not limited to the following:
Job Description:
1. Counselling Students
a. provide direct counselling intervention for students in the High School Section, and, where needed, in the College Section
b. be a valuable team member of the HS Well-Being Centre and collaborate with other counsellors in designing and implementing a coherent system of counselling and well-being approaches
c. coordinate with the Case Management Team in providing timely support for students who need counselling
d. make home visits for students who are unable to come to school
2. Working with Staff
a. provide consultations for staff in managing students with academic, behavioural, and emotional issues
b. provide and source for counselling training & other workshops for staff to strengthen their affective skills
c. collaborate with relevant staff teams to set up upstream prevention strategies
3. Working with Parents
a. provide consultations for parents in managing students with academic, behavioural, and emotional issues
b. conduct and/or coordinate workshops for parents to align their expectations with the school’s and to strengthen their parenting skills
4. School Duties
a. provide counselling support in the event of school emergencies as a member of the Caring Action in Response to Emergencies (CARE) team
b. coordinate and collaborate with the Student Development Team in the design and implementation of the Peer Support programme
5. Curriculum Design and Implementation
a. collaborate with Student Development Team members in the design and implementation of a guidance curriculum in the High School Section
b. work with the Student Development Team in designing and implementing programmes to promote students’ social and emotional growth
6. Any other duty as assigned by the Reporting Officer, Deans, Deputy Principal or Principal
The School Counsellor’s expertise and primary duties are to provide counselling services to the school. However, the School Counsellor is also an integral member of the Student Development Team, and would be actively involved in the programmes pertaining to students’ affective development.
Position: Director of Human Resource
Duties & Responsibilities
1. HR Strategy and Planning:
· Collaborate with School Leaders to develop and implement HR policies, processes and initiatives to support School’s strategic goals and priorities.
· Facilitates workforce planning and succession management initiatives.
2. Talent Acquisition and Management:
· Collaborates with School Leaders to develop and implement strategies to attract, retain, and develop a diverse and high-performing workforce.
· Collaborates with Key Personnels to identify staffing needs and implement effective hiring and talent management processes.
· Owns the full recruitment lifecycle, including screening, interviewing and selection, ensuring a positive experience to upkeep school’s employer branding.
· Manages onboarding and orientation processes for new employees.
3. Employee Relations and Engagement:
· Drives initiatives to enhance employee engagement, satisfaction, and well-being, including staff welfare activities.
· Champions a culture of diversity, equity, and inclusion, fostering an environment where all employees feel valued and respected.
· Foster a positive and inclusive work environment by ensuring that employee concerns, conflicts, and grievances are addressed effectively in line with legal obligations and the MOE/School’s policies.
· Support the handling of disciplinary cases.
4. HR Compliance:
· Leads the daily HR operations to ensure compliance with labor laws, regulations, and MOE/school policies.
· Maintains knowledge of market trends, best practices, regulatory changes and new technologies in HR-related matters, to appropriately advise stakeholders.
5. Performance Management:
· Manages and facilitates the performance management process for all staff types.
· Provides guidance to employees on goal setting, performance evaluations, and career development.
6. HR Metrics and Reporting:
· Conducts analysis of organizational trends in support of decision-making in HR-related matters and to evaluate effectiveness of HR initiatives.
· Benchmarking and recommending good HR practices for continual improvement.
7. Compensation and Benefits Administration:
· Manages compensation and benefits programmes to ensure competitiveness and alignment with industry standards as well as school’s objectives.
· Accountable for timely, accurate and efficient payroll activities in accordance with relevant legislation.
8. HR Operations
· Oversees day-to-day HR operations managed by the team.
· Drives and constantly review HR processes to ensure good employee experience from joining to exit.
· Provide secretarial support to School’s HR Committee and Board.
9. Supervisory duties:
· Leads a team of HR personnels, promoting a culture of open communication and teamwork.
· Coaches employee performance, ensuring staff development and empowerment.
Requirements
· Proven experience in HR leadership roles, preferably in a complex organizational setting.
· Bachelor's degree in Human Resources, Business Administration, or a related field
· Strong work ethic and personal integrity
· Strong knowledge of Singapore employment laws and HR regulations.
· Strategic mindset with the ability to align HR initiatives with School’s objectives
· Excellent communication (spoken and written) and interpersonal skills necessary to build rapport and collaborate effectively with various stakeholders.
· Good knowledge of compensation and benefits strategies
· Tech-savvy, with proficiency in the use of HRIS, MS Office Suite and other office software.
· Ability to handle confidential information with integrity and discretion.

Position: Library Manager
DUTIES & RESPONSIBILITIES:
Position Overview:
The Library Manager plays a crucial role in ensuring the effective management and operation of two libraries within the school – one for the secondary school section and another for the junior college section. The Library Manager is responsible for developing, maintaining, and promoting library resources, services, and programs that support the educational and recreational needs of students, teachers, and staff. This role involves both administrative and educational components to foster an environment conducive to learning and research.
Key Responsibilities:
1. Library Operations Management:

Oversee the day-to-day operations of both the secondary school and junior college libraries.

Fine-tune and enforce library policies, procedures, and guidelines to ensure consistent and efficient library usage.
-
Oversee the main functions of the library – Finance, Acquisition, Cataloguing, Reporting, Weeding and Circulation.
-
Manage library staff, including hiring, training, scheduling, performance evaluations and welfare of staff.
-
Monitor library budgets, expenditures, and resource allocations.
2. Collection Development:
-
Collaborate with teachers, curriculum coordinators, and school administrators to curate library collections that align with the academic needs of both sections.

Evaluate and select appropriate print and digital resources, including books, journals, databases, and multimedia materials.

Regularly assess the relevance and currency of the collections and make informed decisions about acquisitions and deselection.
3. User Services:
-
Provide exceptional customer service to library users, assisting with research, information retrieval, technical inquiries and book recommendations.

Foster a welcoming and inclusive environment in the libraries to encourage learning and collaboration. Support CCA teacher-in-charge in training and supervising student librarians.
4. Library Technology and Systems:
-
Oversee the implementation and maintenance of library management systems, databases, and digital platforms.

Ensure user-friendly access to electronic resources and digital collections, troubleshoot technical issues, and facilitate training for library patrons.
5. Promotion and Outreach:

Develop and implement strategies to promote library resources and services to students, teachers, and parents.

Organize and participate in events, book displays, and reading initiatives to encourage reading culture and engagement within the school community.
6. Collaboration and Partnerships:
-
Collaborate with subject teachers and faculty to integrate library resources into the curriculum.

Support Library Head in all matters pertaining to the library as a resource center.
7. Professional Development:

Stay updated with current trends and developments in library science and education through continuous learning and participation in relevant workshops, seminars, and conferences.
REQUIREMENTS

Bachelor's or Master's degree in Library and Information Science or related field.

Previous experience in library management, preferably in an educational setting.

Strong organizational, communication, and leadership skills.

Proficiency in library management systems, technology, and digital resources.

Knowledge of educational trends and curriculum needs.

Position: Procurement Officer
DUTIES & RESPONSIBILITIES:
-
Administer procurement activities, provide end-to-end support and advice to internal requestor on procurement procedure, guide them through the entire procurement process.
-
Review and prepare procurement documents for publication, evaluation, award recommendations etc. Check and ensure quotation bids are evaluated fairly and in strict compliance to the school’s procurement procedure and Government Instruction manual (IM).
-
Perform transactions on GEBIZ, publishing quotation, raising award, issuance of Purchase Order (PO), contracts and etc.
-
Liaise with internal requestor on contract management, track and timely complete all purchase request assigned.
-
Perform any other ad-hoc duties as assigned.
REQUIREMENTS
-
Diploma/ degree in business, supply chain management, or a related field.
-
2 years of experience in government procurement.
-
Experience with procurement software and tools including GeBIZ e-procurement system.
-
Have knowledge on government procurement procedure is a plus.
-
Strong analytical, problem-solving skills and meticulous with eye for details.
-
Proactive, able to work independently and as a team member. Excellent communication and interpersonal skills, with the ability to build relationships and influence stakeholders at all levels of the organization.
Position: Administration Officer (Temp) – 4 to 6 months
DUTIES & RESPONSIBILITIES:
1. Provide frontline assistance to staff, students and public, through emails, phone calls and over the counter.
2. To ensure the smooth day-to-day operation of the administration department and school events
3. Provide administrative support for school events.
4. Perform any other administrative functions as and when required.
REQUIREMENTS

Minimum O Levels or higher with experience in customer service and administrative work.

Computer literate and proficient in MS Office applications.

Excellent interpersonal and communication skills.

Good command of both English and Chinese, verbal and written.

An independent worker and also an excellent team player with passion for service excellence.
